A Message from the Chief of Police
Welcome to California State University Channel Islands!
I would like to welcome all new and returning faculty, staff, and students to CSU Channel Islands. As members of the CI campus community we all share the responsibility of maintaining a safe and healthy environment. The CSU Channel Islands Police Department will lead in this effort, but we will need your help and support. Your safety while at CI is our primary concern.
The CSU Channel Islands Police Department is operational 24 hours a day, seven days a week, year round. There are trained emergency dispatchers that answer calls 24 hours a day. There is always a police officer on duty who will respond to calls for assistance. Our police officers are also certified as Emergency Medical Technicians (EMT-I) and provide first response to medical emergencies, injuries and illnesses.
This web site is available to the public to provide information about our services and statistical information as required by law. Your Community Policing Agency
Campus safety and security is coordinated by the CSU Channel Islands Police Department, located in Placer Hall, adjacent to Lot A1. The department has a staff of 14 sworn police officers, 14 full-time support employees, and 15 student assistants. These police officers, with full arrest powers, are certified by the California Commission on Peace Officers Standards and Training (POST) as peace officers and undergo continued training to maintain and upgrade their skills. All sworn employees have been trained in First Aid and CPR, and nearly every officer is certified as an Emergency Medical Technician (EMT-I) as well. They are authorized to enforce all laws and regulations on the university campus plus an immediate one-mile radius beyond the outer borders of the campus. CI police officers are armed with firearms, and they have police powers that extend statewide. They conduct foot, vehicular and bicycle patrols on campus and the University Glen Community 24-hours a day. CI Police Officers also work very closely with Camarillo Police Department, Ventura County Sheriff's Department and other law enforcement agencies to assist them with incidents involving campus community members that might occur off-campus.
As part of the student-centered philosophy, Student Affairs staff and the Police Department conduct trainings each semester on topics including personal safety awareness, rape and sexual assault prevention, and the prevention of burglary and vandalism. Workshops, group presentations and written materials are provided to on-campus housing residents each semester.These workshops focus on community responsibilities and needs within the student living environment. Information on safety and security is provided to students and employees regularly through seminars, bulletins, and crime alerts, posters, brochures and university student newspapers.
Safety on Campus
The Police Department supports the accomplishment of the CI mission by leading in the creation of a safe environment conducive to academic excellence and the enjoyment of our beautiful setting. The CI Police Department is committed to a playing a dynamic role in the campus community. We have formed effective partnerships with all the groups represented in this unique community. Security is everyone's responsibility, and we will always need your assistance. CI enjoys a very low crime rate. In order to maintain this enviable record, our partners in safety are committed to vigilance in our crime prevention efforts.
CI is a community of more than 4,000 students, faculty and staff, located in the City of Camarillo within the County of Ventura. The CI Police Department has the benefit of support from the Camarillo Police Department, Ventura County Sheriff's Department and other allied public safety agencies in Ventura County.
Reporting Crime
Please promptly report all criminal incidents and medical emergencies to the CI Police Department. Potential criminal actions and any emergency on campus, including medical emergencies, should be reported directly to the Police Department by dialing 9-1-1 or 8444 from any campus phone, or by dialing 805-437-8444 from a cellular phone. Upon receipt of the call, CI Police Officers are dispatched immediately to the site of the complaint and have the authority to make arrests if necessary.
The CI Police Department works closely with other law enforcement agencies in Ventura County and throughout the State of California and on occasion law enforcement agencies in other states.
Any member of the University community can come forward and seek assistance from any of the campus officials with significant responsibility for student and campus activities in the reporting of criminal activity on or off the CI campus. The CI Police Department will investigate the incident or refer the victim to another agency for assistance as appropriate. CI PD will continue to assist as needed for as long as appropriate. This assistance may include notification and/or transportation to Counseling Services, contacting family or friends, assistance in changing on-campus living arrangements, etc.
Timely Warning Notices
To minimize the number of criminal incidents on campus, professionally-trained police officers, students, and members of the wider campus community participate in a number of shared responsibilities to ensure that students and their possessions are protected as much as possible. On occasion, you will see timely warning notices describing recent crime trends or dangerous incidents. The CI Police Department will be responsible for issuing these timely warning notices, as necessary. It is our policy to post these notices on the exterior doors of all campus buildings and on all information bulletin boards to provide our community with information about the incidents and crime prevention recommendations. Once all the relative information is received, these notices will typically be posted within 24 hours.

Crime Statistics Act Compliance
The University Police Department prepares this report to comply with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act.
This report is prepared in cooperation with police agencies surrounding our main campus and alternate sites, the office of Housing and Residential Education, the Judicial Affairs Officer, and the Division of Student Affairs. Each entity provides updated information on their educational efforts and programs to comply with the Act.
The university does not recognize any off-campus fraternity or sorority houses. Likewise, student organization recognition does not extend beyond the university, and student organizations are not recognized to engage in activity off-campus. In September of every year, an email is sent to every enrolled student, faculty and staff member, which provides the web site to access this report. Copies of the report may also be obtained at the Police Department at One University Drive, Camarillo, CA 93012, or by calling (805) 437-8444. All prospective employees may obtain a copy from Human Resources located in University Hall or by calling (805) 437-8490, and the web site address will be attached to the CI Employment Applications. Directions to locate the report on the website are located in the class schedule and university bulletin.
Security Policies & Procedures
All buildings will be secured by the Police Department by 11:00 p.m. and by 5:30 p.m. on weekends. We recognize that there will be some need for after-hours and weekend access to buildings, which will require a faculty or staff I.D. Anyone working late or on weekends should notify the Police Department. Students working in the building after-hours are required to have in their possession a student permit (authorized by a Dean), together with photo identification. Holiday access scheduling is treated as weekend access.
Campus Grounds and Environmental Crime Prevention Measures
CSU Channel Islands is a public institution open during university business hours to the general public.
The CI Police Department, Operations, Planning and Construction (OPC), Office of the President and Student Affairs work collaboratively to provide the safest possible environment at CI. Each fall semester the chief of police, OPC staff and student representatives conduct a night safety walk to review conditions on the campus. Such walks in the past have led to increased signage, lighting, trimming of greenery, etc. Additionally, Police Department personnel routinely monitor that exterior lights are functional, Blue Light and elevator telephones are operational, exterior doors are locked when appropriate, and any observable safety issues are corrected.
Periodic crime prevention surveys are conducted when a crime trend occurs or upon the physical changes of office space and equipment when requested by an administrator.
Access to university housing facilities is limited to residents, their guests and authorized members of the university staff. As always, if you have a concern regarding safety issues at CI we encourage you to call us at (805) 437-8444.
All emergency telephones are connected directly to the CI Police Department. Faculty, staff, and students should report crimes and suspicious activities 24 hours a day to the Police Department. Students are encouraged to report any problems with the campus environment to faculty, advisors, and the Division of Student Affairs, or any campus administrator. The Police Department maintains an anonymous crime tip line (805) 437-8444. The Police Department, Student Health and Personal Counseling Services, and the Division of Student Affairs will accept confidential and anonymous reports of crimes for inclusion in the annual statistical report.
Multi-Hazard Response Plan
As part of the university's response planning, an emergency procedure chart was developed and posted in all classrooms and employee work areas. This chart provides specific directions in response to specific disasters and internal and external threats to the university. A Building Marshal program, patterned after highly successful programs at other CSU facilities has been developed, under the guidance of the campus Risk Manager. These individuals receive special training to assist the police in evacuation of buildings, testing the fire alarm systems, and conducting drills to test our response plans.
Alcohol, Drugs and Weapons Policies
California State University Channel Islands complies with the Drug Free Workplace Act of 1990 and the Higher Education Act, Section 120a. CI Police Officers enforce laws regulating the use of alcoholic beverages and underage drinking. CI is committed to maintaining a safe and healthy environment for the campus community. Alcohol and other drugs should not interfere with the university's educational mission. All CI students, faculty members, staff members and administrators are subject to local state and federal laws regarding the unlawful possession, distribution, or use of alcohol or illegal drugs.
The unlawful manufacture, distribution, dispensing, possession or use of illegal drugs on the university campus or at any university-sponsored event off-campus is prohibited. No one may use illegal substances, or abuse legal substances, including alcohol, in a manner, which impairs performance of assigned tasks. Both policies are available on the CI website at www.csuci.edu, in Human Resources, the Police Department, and the Office of the Vice President for Student Affairs.
Excessive use of alcohol and other drugs is a serious health problem in itself, but alcohol and drug abuse can also contribute to a host of other physical and mental health problems such as unwanted pregnancy, violent behavior, HIV infection and other sexually transmitted diseases and psychological depression.
The use of alcoholic beverages must be in compliance with California State Law and is strictly limited to persons 21 years of age or older. Residential students that are 21 or older and wish to possess and/or consume alcoholic beverages in their living area shall be required to successfully complete an alcohol awareness program sponsored by the Division of Student Affairs. The possession, transportation, and/or consumption of alcohol by individuals under the age of 21 years of age is strictly prohibited. Alcoholic beverages may not be consumed in public areas and must be concealed and not in plain view when transported within the student residence community. Student residents under the age of 21 are not permitted to host guests or residents of any age who are in possession of alcohol in their room or apartment.
The Police Department strictly enforces federal and state laws, as well as the university's zero-tolerance policy, for the use and sale of illegal drugs. Violators are subject to university discipline, criminal prosecution and removal from university housing. Students engaging in the sale of illegal drugs will be expelled. Students found in violation of university alcohol, drug and weapons policies may be subject to academic probation, suspension or expulsion.
Student Discipline
Students may be expelled, suspended or placed on probation for committing violent or criminal acts on-campus or campus related events. In compliance with federal and state laws and regulations, victims of violent crimes, including sexual assault, are to be informed whenever information regarding disciplinary action taken by the university is included in a student's file. Within three days victims are to be informed of the results of the disciplinary action and any appeal. The victim is required to keep the results of the disciplinary action and appeal confidential. Sexual Assault Policy
CSU Channel Islands recognizes that sexual assault is a serious issue, and will not tolerate acts of sexual assault on the campus. The Police Department will investigate all allegations of sexual assault and take appropriate disciplinary, criminal, or legal action.
The CI Police will immediately conduct a criminal investigation of a reported sexual assault. Disciplinary actions may be imposed on recognized individual students, student organizations, and/or university faculty and staff found responsible for a sexual assault. University sanctions following campus disciplinary procedures depend on the outcome and may range from suspension to expulsion. Every effort will be made to criminally prosecute perpetrators of sexual assaults. The accuser and the accused are entitled to the same opportunities to have others present during a campus disciplinary proceeding and both shall be informed of the outcome of the proceeding.
After an alleged sexual assault incident occurs, the university will assist the victim in changing academic and living situations if so requested and if such changes are reasonably available.

R.A.D.
The Rape Aggression Defense System is a program of realistic, self-defense tactics and techniques. It is a comprehensive course for women, and it begins with awareness, prevention, risk reduction and avoidance, while progressing on to the basics of hands-on defense training. R.A.D. is not a martial arts program. Courses are taught by certified R.A.D. instructors and provide you with a workbook/reference manual. This manual outlines the entire physical defense program for reference and continuous personal growth. The R.A.D. System of Physical Defense is currently being taught at many colleges and universities. The growing, widespread acceptance of this system is primarily due to the ease, simplicity and effectiveness of tactics, solid research, and unique teaching methodology.

Personal Counseling Services
The CI Police Department works closely with the office of Personal Counseling Services. We work as a team in dealing with sensitive situations, and we refer persons to the Personal Counseling Center on a regular basis. Both police officers and counselors have received training on threat assessments and the counselors consistently encourage their clients to report crimes to the Police Department to prevent future crimes. Counseling sessions are considered privileged and the holder of the privilege is the client. Crime information can be forwarded anonymously at the request of the client. The counselors do not disclose information to the Police Department without the consent of the client, unless there is an immediate threat to safety. Any reporting of statistics to comply with this act is done by reporting numbers and not names so the information provided by clients is kept confidential.
Counseling services are available to students, staff and faculty at no cost. The Personal Counseling staff consists of professionally trained and licensed counselors, psychologists, and clinical social workers. Counselors are also available for consultations regarding distressed or potentially violent students or employees.
Hate Crimes
"Hate violence" as defined in the statute means "any act of physical intimidation or physical harassment, physical force or physical violence, or the threat of physical force or physical violence, that is directed against any person or group of persons because of the ethnicity, race, national origin, religion, sex, sexual orientation, disability, or political/religious beliefs of that person or group". Incidents of hate violence can be reported to the Police Department, Personal Counseling Services, and office of the Dean of Student Life. The university does not condone hate violence and is charged with ensuring that the rights guaranteed by state law and the U.S. Constitution are protected for all people regardless of their ethnicity, race, national origin, religion, sex, sexual orientation, disability, or political/religious beliefs.
Available Crime Prevention Presentations & Prevention of Violence in the Workplace
CSU Channel Islands has established a team of individuals to respond and provide training to prevent or recognize early warning signs of potential violence. The team consists of members from the Police Department, Personal Counseling Services, Human Resources, and the office of the Dean of Student Life. Individual consultations, counseling, presentations, and workshops are offered on a consistent basis.
Established university faculty, staff and Police Department procedures will serve as the mechanisms for resolving situations of violence or threats of violence. Each allegation of violence will be taken seriously. Individuals are encouraged to report acts of violence, threats of violence, or any other behavior, which by intent, act or outcome harms another person.

Sex Offender Registration
Effective October 28, 2002, Penal Code §290.02 was expanded and requires sexual offenders to register with the University Police Department. Convicted sexual offenders are required to register under Section §290 if they are residing on the university campus; enrolled as a student of the university; employed by the university, either full-time or part-time (includes paid employees or volunteers); or working or carrying on a vocation at the university (e.g. contractors) for more than 14 days or for an aggregate period exceeding 30 days in a calendar year (including paid workers as well as volunteers).
Persons listed above must register with the University Police Department within five (5) working days of commencing enrollment or employment with the university. Registrants are also required to notify the University Police Department within five (5) working days of ceasing to be enrolled or employed, or ceasing to carry on a vocation at the university.
